Fleet Town Council’s Accessibility statement
This statement applies to www.fleet-tc.gov.uk
This website is run by Fleet Town Council. We want as many people as possible to be able to use this site. This means you should be able to:
- Zoom in up to at least 200% without text spilling off the screen
- Change colours, contrast levels and fonts
- Navigate most of the website using a keyboard
- Listen to most of the website using a screen reader
We’ve also made out website text as simple as possible to understand.

Our website accessibility
Our new website was contracted to be built to WCAG 2.1 AA standards. Due to content there may be some parts that are not fully accessible. Staff have carried out some basic accessibility checks including: zoom, alt text, colour contrasts, links, headers, focus indicators and sample pages read with a screen reader and navigated with keyboard controls.
We know some parts of this website are not fully accessible. We know:
- Some documents may not be fully accessible to screen reader software such as archived newsletters and scanned AGAR documents. Some historic papers may be difficult to navigate using just a keyboard. Should you require an accessible version of any of these please let us know.
- Some page headers/other design aspects may have colour contrast issues where an image is situated behind the text.
Any further issues found will be added to this page and corrected in due course.

Non accessible content
The non accessible content currently known:
- Some older documents may not meet accessibility standards and may not be fully accessible to screen reader software – such as archived newsletters, older PDFs and scanned AGAR documents. This does not meet WCAG 2.1 success criterion 4.1.2. Please see disproportionate burden for further details.
- Some page headers/other design aspects may have colour contrast issues where an image is situated behind the text.
Content that’s not within the scope of the accessibility regulations
PDF’s & Other Documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. We therefore do not plan to fix meeting agendas or minutes for meetings which were published prior to 23 September 2018.
It is not possible to correct all PDFs e.g. Agendas and Minutes as going through this process would bring a disproportionate burden on the Council. Under the Transparency Code, only 12 months of minutes and agendas must be published on the website. Going through the process to change all historic Minutes and Agendas into accessible documents would be a very time-consuming exercise and disproportionate to the demand. If anyone requires minutes and agendas from an earlier period and they are not accessible, staff will help to ensure they receive a copy that is accessible to them and will edit these documents on a case by case basis.
Some AGAR documents published on the Finance section of this website have been manually signed and therefore scanned in and published. This means that some of these documents are not accessible to a screen reader and therefore are not compliant. Documents 2024 onwards are now signed with electronic signatures to resolve this issue.
What we’re doing to improve accessibility
We will continue working towards meeting WCAG level AA, including:
- maintaining and creating accessible content in line with best practice guidance
- working with web developers to fix content issues with our website
- guidance to help all document creators to develop accessible documents
How we test this website
We will periodically test this website using automated online tools and brower plugins as well as manual checks.
We test word documents for accessibility before converting to PDF.
