FAQs

The car park adjacent to Ancells Farm Community Centre is managed by Mason Owen and enforced by Horizon Parking using an Automatic Number Plate Recognition (ANPR) system.

Fleet Town Council have only recently been made aware of the introduction of this system and have not been consulted about it, however, we have made contact with Horizon Parking and tried to answer any potential questions about it, so as to inform our hirers and guests of all relevant information.

These FAQs have been prepared to help hirers, visitors and Community Centre users understand the parking arrangements and how they may affect your visit to the Centre.

Parking terms and conditions will be displayed on signage throughout the car park and within Ancells Farm Community Centre.

Fleet Town Council manages Ancells Farm Community Centre, but does not own, manage or enforce the adjacent car park. Whilst the Council is assisting Community Centre users by providing access to a vehicle validation tablet within the Centre, Fleet Town Council:
• Cannot issue parking permits.
• Cannot cancel or overturn Parking Charge Notices (PCNs).
• Cannot intervene in parking appeals.
• Does not control the parking terms and conditions.
•Is not responsible for parking enforcement.

All enquiries relating to parking enforcement, Parking Charge Notices, appeals, exemptions or the operation of the ANPR system should be directed to Horizon Parking.

The ANPR parking management system is expected to go live at the end of September 2026. Signage will be installed before enforcement begins to allow visitors time to familiarize themselves with the arrangements.

The arrangements have been introduced by the car park owner and management company to help ensure parking spaces remain available for genuine users of the businesses and facilities located at Ancells Farm.

Parking is free for up to 4 hours between 06:00 and 23:30.

No. Parking is not permitted between 23:30 and 06:00 unless authorised by the car park operator.

No. If you leave the car park within the 20-minute grace period after dropping off a child, participant or attendee, you may return later to collect them and use the 20-minute grace period again for collection.

Yes. The car park may be used for separate visits throughout the day.
However, users should be aware that the parking terms include a “No Return Within 1 Hour” restriction. This restriction is designed to prevent vehicles from staying for the maximum permitted period, leaving briefly and then immediately returning to restart the free parking period.

If your visit to Ancells Farm Community Centre is likely to exceed 4 hours, your vehicle must be registered using the validation tablet located inside the foyer. Failure to register a vehicle staying longer than 4 hours may result in a Parking Charge Notice being issued.

Where is the Tablet?

For people visiting Ancells Farm Community Centre, the vehicle validation tablet is located inside. Instructions for use will be displayed next to the tablet and on signage within the Centre.

How long does the validation last?

Vehicles entered into the validation tablet receive a 24-hour exemption. This means that if you register a vehicle and then leave and return later, you will still be covered as the exemption remains active for 24 hours and continues to apply if you leave and return during that period.

When do I need to validate my parking?

Vehicle registration is only required where a stay is expected to exceed the standard 4-hour free parking period.

Accuracy is key!

Make sure you enter the correct details as entering an incorrect vehicle registration may result in a Parking Charge Notice being issued. If this happens, you should follow Horizon Parking’s appeals process and explain the error. Horizon Parking has advised that genuine first-time input errors will normally be reviewed and may be cancelled.

What happens if the validation tablet is unavailable or not working?
If Horizon Parking becomes aware of a technical fault affecting the tablet, enforcement will be suspended while the issue is investigated and resolved.

 

The pub and dentist have their own validation tablets and exemption arrangements.

Residents have separate exemption arrangements through a dedicated resident exemption portal.

No. The Fleet Town Council access road behind the pub is not part of the enforcement area.

Yes. Horizon Parking has confirmed that parking enforcement can be suspended for major events where advance notice is provided.

Fleet Town Council will notify Horizon Parking of elections and polling days so that appropriate arrangements can be made.

All queries, appeals and challenges relating to Parking Charge Notices must be submitted directly to Horizon Parking.

Although Fleet Town Council manages Ancells Farm Community Centre, it is not responsible for the operation or enforcement of the car park so we are unable to cancel, withdraw or overturn Parking Charge Notices issued by Horizon Parking.

You should submit an appeal directly to Horizon Parking (01245 392289) and provide any supporting evidence relating to your visit, booking or activity at the Community Centre.

Hirers are responsible for ensuring that everyone attending their booking is aware of the parking arrangements.
This includes:
• Participants
• Parents and guardians
• Spectators
• Coaches and instructors
• Volunteers
• Visitors
• Contractors

Where a stay is expected to exceed 4 hours, users should ensure their vehicle is registered using the validation tablet.

For anyone using the associated facilities (hired via Fleet Town Council) at Ancells Farm who requires parking beyond 4 hours, a tablet will be accessible for these groups to validate parking.
